2. CRCAS System Overview

CRCAS (Colorado Republican Caucus/Assembly System) is the Colorado Republican Party's caucus and delegate tracking system. It is a MySQL-based web application used by county and district officers to record caucus attendance, delegate selections, and assembly allocations.

The database contains 26 tables. It records caucus attendees, delegate allocations, user accounts, and activity logs. Statewide, the database contains 8,572 caucus attendee records across all districts.

No credentialing or check-in table exists in CRCAS. The system records pre-assembly delegate entries but cannot show who was physically present, credentialed, or voted at the April 4 assembly. Assembly-day credentialing is a separate process not captured by this system.

Entry concentration: 94 of 112 material records (84%) were entered by March 18. Temple's 18 records are the only entries after that date.

4. Countywide Context

Temple entered 52 total attendee records across multiple Arapahoe County senate district combinations between March 11 and April 2. His latest entry for any district was April 2 at 02:21 UTC (SD-28/HD-36). His SD-27 entries follow the same late-batch pattern observed in his other districts.

5. The Gibbs Record

Record 62485 is the last SD-27 record entered into CRCAS. It is the only record that differs between the April 3 and April 5 database snapshots.

Exhibit I — SOS Voter Roll
Colorado Secretary of State EX-003 Master Voter List. 4,491,867 registered voter records. Used for voter registration verification of individuals named in this report, including party affiliation, active/inactive status, residential address, and district assignments. Date of file: February 9, 2026 extract.

  1. Assembly credentialing list. The record of who was admitted and voted on April 4. No credentialing records have been obtained. This is the highest-priority outstanding document.
  2. Assembly recording. Reported to exist (recorded by an attendee). Not yet obtained.
  3. Official certified results. Certified results document signed by Baker (presiding officer) and Gormley (secretary) per CRS 1-4-602. Not yet obtained.
  4. Gibbs's 30-day notice filing date under CRS 1-4-601. Filing date not confirmed. The Secretary (Gormley) is custodian of records (District Bylaws Art III, Sec 2C).
  5. Two specific delegate names. Identified by candidate as individuals added at county assembly level. Reported but not yet received.
